Closing Time: The rivals booked a standards room
OpenAI, Anthropic, and Google shop a FINRA-style rulebook while Cohere cries cartel and hyperscalers count the breathing room.

CNBC reports OpenAI confirmed Tuesday it has been talking with Anthropic and Google about collaborating on AI safety, building on Demis Hassabis’s July pitch for a U.S.-led standards body modeled on FINRA.
Cohere CEO Aidan Gomez calls a coordinated slowdown and antitrust-waiver plan a “cartel,” arguing a handful of Silicon Valley labs should not write the rules for everyone else.
Semafor finds Amazon, Alphabet, Meta, and Microsoft are on track to spend $66 billion more on capex than they earn from operations over the next six quarters — and that even a 10% pullback flips that into a surplus.
The Motley Fool says Tuesday’s chip rebound mostly unwound Monday’s AI-panic selloff while the major indexes still fell on yields and oil.

The rivals booked a standards room
CNBC reports that OpenAI confirmed Tuesday it has been engaging Anthropic and Google on how the labs can work together on safety, with talks running since Demis Hassabis floated a U.S.-led “Standards Body” in July. OpenAI’s spokesperson tied the effort to a public-private or self-regulatory model akin to FINRA, the broker-dealer overseer, and The Information earlier reported the same three-way discussions.
That matters because Saturday’s pacing chorus from Amodei, Altman, and Hassabis just got an institutional shell. Fierce competitors are now openly shopping a voluntary standards room while Altman says a slowdown has been a “primary topic” inside OpenAI and that the company will have more to share soon.
The one move is to watch whether any shared evaluator access or capability limits leave the room with written terms, because a standards body without teeth is still a press release. Read CNBC
The cartel charge hit the table
Cohere CEO Aidan Gomez argues the dispute is not whether AI needs guardrails, but who writes them. He calls a coordinated slowdown that seeks a narrow antitrust waiver a “cartel,” warning that incumbents would set the pace, pick the evaluators, and then ask governments to force everyone else to follow. France 24 put that critique next to today’s standards-body confirmation.
That matters because the safety story is no longer only labs versus Congress. It is now labs versus labs over whether a closed standards table becomes the new moat.
The one move is to demand a public risk framework and open certification before any waiver language hardens, because the scarce asset is who gets a seat when the rules freeze. Read Gomez
A slowdown would refill the balance sheet
Semafor reviewed S&P Capital IQ estimates and found Amazon, Alphabet, Meta, and Microsoft are projected to spend $66 billion more on capital expenditures than they generate in operating cash over the next six quarters. Debt, equity raises, and off-balance-sheet structures are already plugging the gap. A 10% capex pullback flips that into a $74 billion surplus; a 20% pullback puts them more than $200 billion in the black.
That matters because Monday’s tape treated pacing talk as a chip risk, while Tuesday’s finance read treats the same talk as optional breathing room for the biggest buyers of those chips.
The one move is to separate cancelled megawatts from CFO math: watch whether any hyperscaler actually slips a campus timeline before celebrating a balance-sheet holiday. Read Semafor
